OPERATIONS MANAGER

This position will be responsible for general operation management of projects under Highgate Property Management Company. Represent Developer to become Building's Owner Committee (BOC) and proceed the project handover to BOC.

RESPONSIBILITIES:

Developer Representative

• Organize First and Annual General Meeting for residential building as required by law.

• Perform the project handover (Project Operations, Project Legal, Project Finance...) to Building's Owner Committee (BOC) after being formed at the first AGM.

• Depends on project and decision from Developer, participate in BOC as Vice-Chairman: Representative of Developer. Be the focal contact point to handle all issues and complaints from BOC/ residents to Developer.

Planning and Operating project

• Planning and setting up new projects: manpower, procedures, scope of work, CAPEX, OPEX...

• Receive the project handover from the Developer/ Building Owner Committee or the Project Management Unit, Building Operation Management... according to the scopes of the Contracts signed.

• Interact with the Developer/ Building Owner Committee and the Owner of the Apartment/ customer (3rd party) to ensure the qualities are met.

• Implement the general regulations of the Company in the operation of the building. Building more relevant documents and work procedures to operate efficiently and appropriately Building Management.

• Supporting consultancy/ directing to handle difficult issues in the operation of HGPM projects in accordance with expertise and the Developer and Company's regulations to ensure service quality, standards and Developer and HGPM brand.

• Urge, control and effectively manage the implementation of action plans, organize to perform approved plan.

• Periodically evaluate and manage performance of PMs and Operation teams at projects.

Budgeting and Finance Management:

• Coordinate with the relevant department to prepare, submit the Budget for approval annually.

• Closely monitor the implementation of the approved budget, analyze, evaluate and propose remedial measures in case of budget differences, especially overspending;

• Contract negotiation for vendor services to ensure within budget.

General personnel / administrative management:

• Contact point for the deployment all information and work requirements between the Head Office and Property Managers of projects.

• Contact point for government/ authority related matters.

• Write SOPs and assist the Head of Operations in daily operations

• Propose to appropriate transfer, coordinate with HR to recruitment interview. Participate in assessing the quality/efficiency/ working capacity of the relevant staffs periodically or when required.

• Develop subordinate personnel, organize professional training, contribute to build a working environment which suitable to the Company's culture;.

• Coordinate with other Departments at Head Office (such as Legal, Project Development, Engineering, Leasing, Accounting…) for related matters accordingly.

• Risk management (devising early solutions for handling, prevention, and minimization of consequences) for issues related to residents, tenants.

Qualifications

• 2+ years of experience in a similar role

• Property Management License required

• Proficient English (both speaking and writing)

• Strong interpersonal, negotiation and communication skills for liaising with colleagues, customers and other stakeholders.

• Excellent organizational and time management skills with the ability to multi-task.

• Good in writing reports and presentations.

• Ability to analyze, quantify, solve problems well, good judgment.

• Be progressive, highly responsible, aware of service, withstand high pressures.
